James Hooper Accrued Pension Documents

This is a complete transcription from the National Archives and Records Administration's Record Group 217, "Records of the Third Auditor." The series title is "Settled Accounts for Payment of Accrued Pensions (Final Payments)." The following is from File 5460, in Box 63, and is the claim of the widow of James Hooper of Dekalb County, Georgia for payment of his accrued benefits.
Mrs. Elizabeth Hooper, the widow, herself applied for a widow's pension based on her husband's Revolutionary Service. Her application papers (in NARA Record Group 15) for the widow's pension include information from the Hooper family Bible. When Elizabeth died, her heirs applied for payment of her accrued benefits from the widow's pension. Their application is found in Box 72, File 12519 of Record Group 217 (transcribed separately).

Be it known that before me a justice of the peace in & for the county aforesaid personally appeared Elizabeth Hooper & made oath in due form of law, that she is the widow of James Hooper the identical person who was a pensioner and is now dead, and to whom a certificate of pension was issued of which the following is a true copy "War Department Revolutionary claim I certify that in conformity with the law of the United States of the 7th June 1832 James Hooper of the State of Georgia who was a private in the war of the Revolution is entitled to receive Fifty three dollars and thirty three cents per annum during his natural life commencing on the 4th of March 1831 and payable semiannually on the 4th of March and fourth of September in every year

Given at the War office fo the United States this 24th day of May one thousand eight hundred & thirty three

Know all men by these presents that I Elizabeth Hooper of Dekalb County & State of Georgia widow of James Hooper in the county of Dekalb & State of Georgia Revolutionary pensioner of the United States do hereby constitute & appoint William Morel my true & lawful attorney for me & in my name to receive from the agent of the United States for paying pensions in the state of Georgia the balance of said pension from the 4th day of March 1836 to the 28th day April 1836 being the day of his death.

Reynolds clerk of the court of ordinary holden at the Town of Decatur in & for the county of DeKalb on the first monday in January in the year 1839. do hereby certify that satisfactory evidence has been exhibited to said court that Jam[es] Hooper late of said county was a pensioner of the United States at the rate of Fifty three dollars & thirty three cents per annum, was a resident of the county of Dekalb in the State of Georgia and died at his residence in said county in the State of Georgia in the year 1836 on the 28th day of April that he left a widow whose name is Elizabeth Hooper.

In testimony whereof I have hereunto set my hand and affixed my seal of office at Decatur in said court this 16th day of January in the year 1839

[Note: The clerk who certified the above documents was Elzy Baker Reynolds, who had been born 4 April 1792 in Wilkes County, North Carolina, to Francis and Anne (Blackburn) Reynolds. Elzy B. Reynolds himself was a veteran who had served in War of 1812 from Buncombe County, North Carolina. In addition to clerking for the Inferior Court and Court of Ordinary, Reynolds was the second postmaster for Marthasville (now Atlanta). He died 2 August 1863 and was buried in the Decatur (Georgia) City Cemetery.]
